There is a clear rivalry rebuilding between the two powers as Russia is rapidly gaining strength once more. &lt;br /&gt;&lt;br /&gt;I read one comment by a US analyst that could not comprehend why the Russians would do this, as they defense shield was aimed more at stopping any possible Iranian aggression rather than Russian. What this analyst has failed to examine is the strong ties Russia has been building with Iran and China over the last decade. These ties are slowly starting to build an eastern hegemony that could easily be the equal if not surpass the waning power of the United States. &lt;br /&gt;&lt;br /&gt;Now, what does this mean for Canada? Well it can mean many things depending on the route we take. Will we keep supporting the US blindly in its aggressive foreign policy or will we adopt our old stance as mediator. Ultimately, if things keep going the way they are and the United States sparks off a war with Iran, things might become very dire in the near future. To deal with the problem, Harper has presented his six point plan. Here is the plan such as it is:&lt;br /&gt;&lt;br /&gt;    *  Hold a first ministers meeting to discuss the global financial crisis. Harper did not specify a date for the meeting.&lt;br /&gt;    * Continue to work with other G7 nations to take "appropriate actions" to support Canada's financial system.&lt;br /&gt;    * Summon Parliament to meet in the fall. Harper did not give a date for the resumption of Parliament.&lt;br /&gt;    * Send Harper to meet with European Union leaders later this week to discuss the economic crisis and strengthen Canada's economic partnership with the EU.&lt;br /&gt;    * Attend a summit of G-20 finance ministers in Brazil in early November.&lt;br /&gt;    * Continue a review of departmental spending.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Seems a tad empty to me really. I mean it's pretty much "We'll keep doing what we were doing and hope everything turns out. Granted, stronger ties with the EU would be nice for Canada and attending these global summits can only lead to good things (assuming people can agree on something.) Looking at the stats, they gained 19 seats with an additional 2% of the popular vote. Thanks to the glory of the first past the post system, they gained a further 6% of the total seats in parliament while only gaining that 2% of the actual vote. Bah, ah well thing can’t be perfect and neither the liberals nor the conservatives want to see Canada adopt proportional representation any time soon.  Just for fun, here are how many seats each of the parties would have gotten if we had proportional representation:&lt;br /&gt;&lt;br /&gt;Conservatives: 118 seats with 38% of the vote&lt;br /&gt;&lt;br /&gt;Liberals: 81 seats with 26% of the vote&lt;br /&gt;&lt;br /&gt;New Democrats: 56 seats with 18% of the vote&lt;br /&gt;&lt;br /&gt;Green Party: 22 seats with 7% of the vote&lt;br /&gt;&lt;br /&gt;Bloc Quebecois: 31 seats with 10% of the vote&lt;br /&gt;&lt;br /&gt;So as you can see, It’s really in the interest of the 3 currently leading parties to keep our archaic first past the post system since it guarantees them more seats. This is pretty much the reason why we don’t have a proportional system. Ultimately a mixed system would be nice, as it would allow the major parties to retain power while giving the smaller party more of a say. For example here is what things might look like with a mix system:&lt;br /&gt;&lt;br /&gt;Conservatives: 72 seats FPP, 59 seats by proportion: Total of 131 seats&lt;br /&gt;&lt;br /&gt;Liberals: 38 seats FPP, 40 seats by proportion: Total of 78 seats&lt;br /&gt;&lt;br /&gt;New Democrats: 19 seats by FPP, 28 seats by proportion: Total of 47 seats&lt;br /&gt;&lt;br /&gt;Green Party: 0 seats by FPP, 11 seats by proportion: Total of 11 seats&lt;br /&gt;&lt;br /&gt;Bloc Quebecois: 25 seats by FPP, 15 seats by proportion: Total of 40 seats&lt;br /&gt;&lt;br /&gt;With this kind of system most of the parties would actual see a gain, the only ones who really have something to loose would be the Bloc as they only have ridings in Quebec itself. And what with the up and coming Canadian election the potential joy of looking at the various promises made by the five parties during the campaign is enough to make a cynic like me chortle with barely concealed mirth. So without further ado here are a few of the parties campaign promises dealing with crime and punishment. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: arial;"&gt;The Conservatives pledge to get tough on crime, again, by hiring another 1000 RCMP officers and 2,500 more provincial or regional officers. This begs the question as to how the Conservatives will go about hiring police officers in the provinces, since I'm pretty sure that would be the provinces job. &lt;/span&gt;The Harper crowd also pledges $20 Million in anti-gang initiatives and youth protection programs. This would actually be great, providing a decent system is in place to make proper use of the money. Finally, Harper plans to do away with the firearms registry. While I must admit that the firearms registry has been a blatant waste of money so far and has all the tracking ability of a blind, deaf and anosmic bloudhound it would be ridiculous to simply scrap something that cost millions of tax payers dollars to set up.&lt;br /&gt;&lt;br /&gt;Now for the Liberals. Again with the idea of gun control but this time coming from the other side. Rather than do away with the registry, the Liberals want to ban guns. Mind you, they only want to enforce a ban on military semi-automatic assault models that are currently on sale. I can see the value of outlawing something that was &lt;span style="font-weight: bold;"&gt;meant&lt;/span&gt; to kill people. I mean, you don't need armour piercing rounds to go deer hunting so why sell them at all. That's pretty much it from the Liberals so far.&lt;br /&gt;&lt;br /&gt;The NDP completely ignore any issues with the gun registry and go straight for the &lt;span style="font-weight: bold;"&gt;real&lt;/span&gt; problem: Illeagal firearms. Layton wants to stop illeagal firearms sales and imports from the United States and want's to set 2,500 new police officers on such a job. This would actually help limit crime as for the most part, criminals don't worry too much about registering their weapons in the first place. The NDP also want to strengthen the Witness Protection Program, another move that makes good sense.&lt;br /&gt;&lt;br /&gt;Now for the Bloc Quebecois. Duceppe and his party wants to alter the firearms registry to actually make it effective. While this sounds like a great idea in theory I think we need some more details as to how he wants to change it before I'm sold on the matter. Once more, the fight against street gangs is heralded by the Bloc.&lt;br /&gt;&lt;br /&gt;The Green party adds to the Gun registry debate by proposing an eventual ban on handguns adn semi-automatics while at the same time eliminating fees for long gun registration. In another note they also want to legalise Marijuana. This is more in an effort to put a tax on the billion dollar revenue that weed makes in an average year than for any real desire among the greens to smoke up while in parliament.&lt;br /&gt;&lt;br /&gt;And there you have it.
